Brian McNamara is a retired U.S. Coast Guard Officer and Judge Advocate with extensive experience in public policy, maritime law, marine safety regulation, environmental enforcement, and administrative hearings. He has advised Coast Guard units, investigated marine incidents, and represented the government in complex regulatory matters and courts-martial. He has served as trial counsel (prosecutor) and defense counsel for courts-martial and was a part-time courts-martial military judge from 2017-2020. He has taught maritime law at Tulane Law School and Stetson University College of Law. He holds a J.D. from William & Mary Law School, a Master of Laws (LL.M.) in Admiralty from Tulane Law School, a Ph.D. in Public Administration and Policy from Old Dominion University, and a B.S. in Government from the U.S. Coast Guard Academy. He has been a member of the Virginia State Bar since 2008.
